This is a tube for fan shroud that the VW Volkswagen accelerator cable goes through. I replace mine when I start to see grooves from the cable sawing into the tube. Applying generous amounts of grease internally will keep you cable from binding and insure long throttle cable life. I use a small hose clamp on the backside of the shroud to keep the tube from moving.
