Pulley tin is necessary for cooling purposes on all stock style VW engines configurations. Air cooled VW motors use sheet metal and rubber seals to separate hot and cold air. Your fan is trying to pull in cold air over the motor from any source. Normally through deck lid louvers and vent holes below the rear window. If there are no engine compartment seals, breast plate or pulley tin, then the fan will try draw hot air from gaps in the missing tin and seals. Then you start to recycle hot air over your motor instead of cool air. This is a recipe of disaster. An airtight engine compartment is a must. The cars that have the correct seals and tin live the longest. Pulley tins are available in black painted or chrome.
